Please explain: why do you receive an SMS and confirmation on your clinic card to come to the clinic on a certain date and time to withdraw blood for a test? However, when you arrive on that date and time, you are told by senior staff that they cannot take your blood because there is no money available for blood tests. And then you are asked to make an appointment for March of next year.
