Still waiting for a REFUND!

I registered to study Crime Scene Investigation with Intec College in June 2011, paid the fees and received the study materials.
A week later, my dad paid for the same course, not knowing that I had already paid.
I then contacted the student center regarding a refund and was told to submit documents to them (such as proof of payments, banking details and a letter requesting the refund). I did this in August 2011 and am still waiting for my refund in January 2013.
I managed to speak to an operator called TASNEEM at the call center who assured me that the documents were submitted for the refund as I had a valid reason for getting my money back. I even got in contact with the Johannesburg branch manager, THEO REDDY, to no avail.
Apparently the that deal with the payments are located in Durban, AND CAN'T BE REACHED BY PHONE.
I have been sending e-mails to them daily since the beginning of this year and the only reply I get is that my query has been ESCALATED TO A SUPERVISOR.
Who is this "Supervisor" and why hasn't he/she been able to do anything about this matter IN SEVENTEEN MONTHS?!
I AM ABSOLUTELY DISGUSTED WITH THE QUALITY OF SERVICE I RECEIVED.
