Denial of right to return goods

As a repeat customer of BT Games, I purchased four PS3 games at the Pavilion Mall in Durban. Two of them had poor quality graphics and my children were unhappy with them. I went back to BT Games to return the games within 5 working days asking for a refund according to my rights under the Consumer Protection Act. I was told by the local manager Payne Gilpin that the store policies did not allow for a refund but they could only receive the games as second hand and give me less than 50% of the value (R 75 for each of the games costing R 200 each). Basically they are cheating me out of R 250!
When I called the national office and spoke to Steven Moore to explain the situation and ask that he help to sort it out according to the Consumer Protection Act, again they denied to comply and said it was their policy and that it was in accordance with the Consumer Protection Act.
How can stores put their own policies above the law and then state that they are in compliance? What can be done with businesses like this? Can someone please help to rectify the situation?
