Toyota Fail To Repair Their Own Cars

I have a Toyota Corolla 2008 model, 1.8 engine, with a keyless ignition switch.
I lost the key, and went to the nearest dealer (Toyota Manlyn) to buy a new key and have it programmed.
My car has been with the dealer for almost 3 months, eventually they told me that they cannot program the new key, it's too COMPLICATED.
Does it mean that with the new Toyota vehicles if you lost both keys than the car is useless?
Any one please help me to get a Toyota Approved auto electrician to fix my car, its been too long!!!
