Bad service and cold food

Went in and welcomed nicely shown my table. 10 minutes later after 5 waiter passed our table asked to order and was told they will call my waiter. He arrives and doesn't even greet and he asked what we want. Ordered food and drinks. When the drinks arrived I asked for ice and balsamic vinegar was told why didn't I ask for ice the first time when I placed the order. The ice arrived with the food and to make it worse the food was cold. To add insult to the wound was told by the waiter that he doesn't even care if I tipped him or not there's enough foreigners that will tip
