Smoking in St Elmo's allowed?

I walked past St Elmo's Brackenfell. The sliding front door was open (this was the time when the power was out) and I saw 3 or 4 people sitting at the table inside. SMOKING! A foamalite take-away container was used as an ashtray.

This is absolutely against the law. It is unacceptable to eat food that is contaminated by tobacco smoke.

I was a customer, not any more.
