Case that needs to be resolved

In May 2012 I lost my wallet that contained my ID, bank cards, and money at The Glen Shopping mall (steers). I immediately went to the police station to report and to do an affidervit, the following Monday i went to apply for another ID and i told them that i had lost my ID and i asked if it can be blocked or suspended and they said nothing can be done. Few months down the line I realised that someone had open accounts using my details, this frauster had opened an account with African bank and Nedbank. How can financial institutions give out loans to people without validating and not checking the documents and see if its not a application that is made? What FRUSTRATES is that I keep going to the banks asking for feedbank and they keep telling me they are investigating. I also get smses saying I need to pay African bank sometimes i get calls from VVM. I cannot apply for a car nor find a job because when they do a credit check it shows that I owe and I have been handed over to ITC. Its been 2years already can someone please help and get this matter resolved, the constable that is handling the case is also useless as she only spoke to me twice and is always on courses.
