New Tracker For New Car On Exisitng Policy

I have been a client with Budget for more than 2 years now, and I have always had good service from them. Except for now, I phoned in 2 weeks ago for a quote on a new vehicle that I was looking to buy. I got my quote and asked for my tracking device to be moved over to my new car. I wasn't informed that I will need to pay for the new device. I received my new car on 04/11/2013 and proceeded to update my details at Budget Insurance. I was informed that I will need to pay a once-off fee for the new vehicle but it will be in the range of R100-R200. Tracker phoned me yesterday and informed me that I need to pay an amount of over a R1000 for new device and that my old device can't be moved from my old vehicle. What I don't understand is the fact that this is a requirement from Tracker but I need to pay for this out of my pocket. I don't know about Budget but I don't have that kind of money lying around. Is there no other alternative? Is there no way that they can help their customers? They make it sound like it's a bad thing to buy a new car??? I feel that this is very unfair towards their clients and something needs to be done towards finding a solution, after all that's service!!!
