Poor feedback/help in cancelling home insurance

On 20/12/2012 I sent an email requesting the house insurance on my pensioner mothers house to be cancelled, as I had taken up another insurance policy to cover the house. After no response, I called in on 10/01/2013 and was told the email address is no longer in use, and was given another address. I sent the cancellation request again on the same day to the new address. I received no feedback at all.
Last month my mother was billed for a full year of insurance. My wife and I have been trying to call in for a week and ask for the bill to be reversed and the insurance cancelled (which still hadn't been done). Besides wasting much time waiting on the phone, and talking to various consultants, we received two vetting responses from two different consultants, each with different reasons to decline the cancellation.
This is not good enough!
Why did I not receive these vetting responses when I FIRST sent in my cancellation request? The bond should be paid up by now, but because of the added on years bill, my mother has to scrimp to keep on paying, and in essence we have been paying double for insurance the last 6 months!
This insurance needs to be cancelled and the billing reversed!
