Useless Progress payments (assessment department)

I faxed through my Progress payment request on 7 June. Today when I phoned the call centre informed me that work progress is too slow between the last payment and the request for the new payment. Since the last payment all the walls in the toilets and bathrooms are fully tiled, all the cupboards in the bedrooms, kitchen, scullary and passage are installed, the granite tops in the scullary and kitchen are also fitted. All the paving in the yard is layed (370m2). The whole house inside is fully painted and the windows in the doors are installed. Only the outside of the house needs a 2nd coat of paint. The bathrooms' and kitchen's fittings, lights and plugs needs to be installed then our house is finished. Whycan't I get money for all the work done. This is pathetic service and not the first time I need to fight to get money for which I qualify. There is also a retention of R80 000.00 on our 1st bond for cupboards in the kitchen & cracks to be repaired which has been done. Why is this amount not been paid out yet? the building of the garage is a present from my parents and has nothing to do with this loan. I think I should transfer my bond to another bank. PATHETIC SERVICE!!!
