No response on request for a border lette

On 10 May I send a fax to the border letter dept. to request permission to take my vehicle accross the border - no reponse, a week later I sent the same fax again - same result.
On 20 May I sent a email with all the information that they need - no response
On 21 May I tried to phone them for more than 30 minutes - they don't answer the phone
On 22 May I forwarded the same emial again - no response
On 23 MayI tried to phone them - nobody answers
23 May I sent the email again - no response
Then I went to ASBA branch in Langenhovenpark, they phoned them and I was told the application was sent through for prosessing this morning- that's after the 4th request in 2 weeks, I requested the letter for today because I was supposed to leave home this morning but a can't leave if I don't have a border lette
