What does it take to cancel a policy

Phoned Absa's 0860008600 regarding two policies I'd like to cancel on April 5. Was given two numbers to call (0113302111, which does not exist when I try calling) and (0113504000, after explaing my problem the woman said to call 0860227253) I was left holding on the phone for more than 20 minutes because "all our consultants are busy at the moment." . 20 minutes later Hazel answers and 'can't assist me' because she works in the claims department and is only helping out today because Absa has a high volume of calls and she does not have the authority to cancel policies. She took down my details and said she would pass on the message to the call centre. I would get a call either that day or latest on Monday.
I call every other day, consultants are busy. Finally got through on May 10, was told no one could help as there was an evacuation exercise. Phoned from Malvern branch on May 17, a consultant took my details and said she'd pass the message to the relevant department (whose consultants were busy) for them to call me. Still waiting for them to call. In the meantime money is being deducted for a policy i do not need
