Top up

Hi last month I applied for a top up then the said my credit available is not enough but it will be available this month. What is inconvient is that that they say there's top up available online it was always there and now its nt there anymore they always have system errors why do they promise stuff to clients wich is not as easy as they say it is please assist me stop making empty promises please
