Blaming Chip cards for inaccurate balances

Whenever I do transactions on my debit card, I receive an sms update with my balance.
in fact... any transaction on my account has an sms update.

I do not understand the difficulty in sending the abovementioned sms communications with an accurate figure, rather than what is my balance (not available, but current)

Apparently all banks have this problem as a result of merchants not banking on a daily basis...

Should there be a penalty in place for merchants? or can the Banks simply change the sms to send only available balances in their sms.

I am not an accountant and I do not have a photographic memory to calculate every transaction in my head as it comes in.
