Wont get help with Re: print Learners Lisence

I recently lost my learners lisence and went to the Springs lisencing department this morning to equire if they can assist me with a Re: print of my lost learners. I obtained the learneras in Witbank while i was still studying there, the two ladies at the reception erea told me that i have to go to Witbank for a Re: Print beacause the prices are not the same. of which it doesnt make sence since the sysstem is one and the same. i fail to understand why because the law stipulates clearly that you can do a Re: print at any licensing department in south africa regardless of where you obtained it. its soo frustrating. just dont know what to do anymore
