Altechs Negligence in Accounts, still no refund

My Contract was coming to an end and I gave notice for cancellation on 31/10/2012.Consultant advised last billing to be 28/11/2012. Spoke to cancellations department on 28/11/2012, was advised the contract is cancelled and pending for prepaid. Phone converted to prepaid on 28/11/2012. Final debit order paid end Nov 2012.Received sms on 13/12/2012, stating Altech will be debiting my account on 31/12/2012.Account was supposed to be closed! and phone was now prepaid. Contacted Altech on 19/12/2012, I was informed my account was not closed on their side. Query logged for credit. Received sms 'Credits required request will be processed within 24 hours. Debit order on my bank account on 01/01/2013 from Altech for R324.89.Contacted Altech on 02/01/2013, I was advised credits will be logged, also advised that my account was still not closed on their side. On 08/01/2012 spoke to lady in Credits department, She said that no request for credit was logged. She logged Query, she advised it will take around 7days. Been contacting Altech every week since then and they say they are still awaiting approval from management. Why wasn't my account closed the first time? How long must I wait to be refunded?
