Selling rotten meat

Its now the 3rd time i buy meet and get to a braai, to find that the meet is rotten.
by returning it to them its just as if its nothing and just refund me my money.
please if someone can refer me to n health inspector or send a health inspector to do spot checks. someone will get food poisoning and they will probably not even worry.
