Unable to active Walka

We bought a second hand Walka from the junkmail. And now I cannot activate it on my name because the old owner has a amount outstanding. This is unacceptable. We were informed if we buy it we only need a ID copy and a sales letter from the person. Now they wont move it over. We were not informed of this. I think you are ripping off everyone!
