DECLINED DISABILITY PENSION

My brother Edward Wyeth who has one hand, osteoporosis in the spine and emphysema and was declined his disability pension. He had a disability pension before just for not having one hand but now that his health has deteriorated even more has been declined. They say that he is not disabled (this needs to be explained???). How can you be classified as disabled and then not disabled. He cannot get a job due to his disability/health and also needs to go to hospital to get his medicine and treatment but has to pay at government hospitals as he does not have a SASSA card. I am looking after him and as a single mother with little income finding this difficult. Please I really do not understand this and need someone to explain. He has appealed but when calling nothing has been done about this situation and has now been going on for 5 months. He approached Roodepoort Welfare for assistance and they said they cannot assist and gave him a food parcel cause they felt sorry for him, which is appreciated but doesn't resolve the issue related to this matter. Please can someone assist in this regard.
