Stealing of plants and pots that are placed on graves

People are stealing pot plants from graves first it was at my Aunts grave that they stole flowers that my uncle bought at the entrance, then they stole the flowers that i bought for my sisters grave around the corner on the way to the grave from her grave, no we saw a grave across from my sisters grave that the pot plants that was on the grave under the ground were stolen aswell everybody is complaining about this even the guys that are maintaining the graves are complainig about this please do something about this
