I tried to call the SPCA on Tuesday morning but nobody answered the telephones. I then proceeded to send an e-mail to Rick Allen (the M.D.) as well as to their reception e-mail address. I reported 4 dogs that have been abandoned at their home. The neighbours are feeding them, but only realized there was something wrong when they noticed how emaciated the dogs where.
