4Month waiting period for Licensing Payment

I bought a car from Whiteriver General Motors beginning of December 2012. Not being from there, I had to do the registration, but they would pay me back for licensing and numberplates.
it has now been 4months and still no payment has been made. I have queried this a few times, but the person I've spoken to is not in control of the payments, so the people who ARE responsible tell him whatever they want.
A total of R598 is payable, Perhaps they should just take the vehicle back, seeing that they don't want to do their part as arranged.
