Having to pay for items covered under warranty

I booked my 308 XT in for service at Umhlanga last September. I was advised on collecting the vehicle that the rear disc pads needed to be replaced but no stock was available. The service advisor advised that the pads are covered under maintenance plan and I will only have to book the car in to replace them (@no cost to me). No timeline was given - all that was said was that I shouldnt exceed 7000km with the existing pads. I received an sms confirming that the pads have arrived, but on calling - noone could locate it. (only because they had my registration number incorrect on their system!)

So i booked the car in as soon I could and was then asked to pay for the pads and labour! I kicked up a fuss and was told that PCSA was not available for comment on the matter so I should pay for the pads and then I will receive a refund until PCSA could comment.
To date I have not received a refund. I have emailed the matter to Dominic Porter (service manager) 29/11/12. He replied asking for some time to gather all the information. 46 days later and no one has gotten back to me.
The pads had to be covered under the plan else they wouldnt have ordered it!
