Unhappy customer with Power Steering fault

I was a proud owner of my Modus 2005 model but the Electrical Power Steering has failed suddenly and the costs to replace are very high. On investigation I find that this is a known fault in Renaults manufactured between 2003 - 2008. Should these cars not have been recalled or at least given a discount on parts required to fix it?
