2009 Provident fund claim

I put in a claim for my husband's provident fund in July 2009 and to date there is no progress. Its almost impossible to actually get through to the call centre. Each time I call to track the progress I'm told its almost done or they need more documentation. THe last communication was in December, they told me it would all be finalized in two weeks. I'm still calling I can't get ahold of them yet again.
