No proof of card cloning being my fault!

It is obvious that the ombudsman pay the salaries for the ombudsman staff and when you get non existent serive from the bank you are referred to the ombudsman. You can go blue in the face asking them for proof that the card cloning that took place on my account for the total of R27000 was my fault. i have not been refunded the amount of R7000 yet. the ombudsman tel me that the bank incorrectly refunded me R20000 as it is my fault that my money was . i asked for footage of the atms as proof. and to date nothing. So as i working person you are at the mercy of banks that rob you and hide behind the ombudsman that wont go againt the organisations that keep them employed! we the hard workers have to kiss our hard earned money goodbye because as they say IT IS OUR FAULT WE WERE ROBBED!
