Always charge the R57 #INCIDENTAL CREDIT fee, why?

I would just like to know, whats the criteria used to charging the R57 incidental credit fee?
This month I had money in my account when you took the bank charges and there more than enough money but I still noticed that I was charged the R57 incidental credit fee.

Please help me, I just want to know why that amount was charged?
