Difficulty to decrease credit card limit

I have contacted the credit card division to request them to decrease my credit card limit. All assist you when they think you want to increase your limit, but as soon as I clarify I want to decrease it, I'm transferred to another department. I still want to decrease it and am not receiving any assistance.
