Pampers quality of nappies

Hi

For the past 3 months my son has been using the pampers active baby nappies their has been a few times where he wets himself. My wife and i not once but 4 times when we checked the nappies the elastic in the nappy was broken due to the elastic being broken he wet himself.
I would like to know how can pampers sell a product without double checking the package before it goes out to stores to get purchased? I am highly dissapointed in the quality of the product.
