The Building Blocks Preparatory School, that is being constructed in Midrand along Harry Galaun Road, between Seventh Road and Norfolk Road, is under construction illegally. The School has not obtained the proper approvals, viz; Environmental Impact Assessment (EIA) from the City of Joburg, TIA Traffic Impact Assessment (TIA) from the Johannesburg Roads Agency (JRA) and Consent Use on the site from the CoJ. The school is so confident they will be granted all the said approvals that they have proceeded into the 3rd month of construction, illegally no less. These owners are scrupulous dealers and they are flouting development rules and conditions, and are prepared to gamble by spending millions on construction without a building permit. This school would generate in excess of 300 cars onto Harry Galaun in peak morning traffic in Midrand.
Pierre le Roux, the building inspector for Midrand confirmed that the City of Joburg is taking Building Blocks to court for the commencement of illegal construction, they have issued numerous instructions to cease construction but the construction on site continues. The schools owners are dubious and are paying.
