Pre Paid Electricity Mete

Eskom has installed Pre Paid Electricity meter for my mom. A pensioner age 62 .Meter Number 04228898575 and they installed R5 electricity that was yesterday and left a card so that she can use to purchase the pre paid electricity. When she went to buy they told her they cant assist her because her meter is not registered and this will take 48 hours to activate the meter
My problem is they new it takes 48 hours to activate the card so why are they not making a window period to allow the card to be activated first, she is unable to buy electricity, she did not eat yesterday because she was scared that the R5 electricity will be finished. we have called Eskom and they told us to go buy pre paid vendor under blind vending process and there is no one who knows what is this vendor my mom does not have coal stove how is she going to cook again today what has she eaten since this morning
