Simply can't get it right!

My account has been suspended and I have total obligation money on my account, simply because the one department has no clue what the other is doing.
I cancelled my account thereafter I stopped the cancellation.. I phoned 3x to confirm that the cancellation was indeed stopped. I even received a call to offer me a better rate and not cancel, of which I agreed upon. Yesterday I discovered that there was still a cancellation fee charged to my account of R1 403.00 and my account suspended. How is this possible that the line or service is not cancelled, but I still get billed for cancellation? I had to argue 3x over the phone about this fee Each time having to explain the situation over again. Why is the service department not notifying the billing department?
Why is it so difficult for me to get my account back to normal? In the space of 2 months I've had service issues, line issues, speed issues and now account issues! I simply cannot get my account working and not be over-charged for it.
