Contract Loaded incorrectly

At the beginning of Feb, I was due for an early upgrade, I went to Clearwater Cell C, and I was helped by a person that was still in training, after a few unsuccessful attempts at loading my contract he finally got it right, or so I thought!! I signed a contract for the iPhone 5, at a price of R599 for 200 minutes, 200 SMS. I was advised that the new contract would be effective from the 1st of Feb! The first month I only received 30 minutes, I thought this was strange so I contacted the call centre, who advised that my contract was loaded at a 30 minute contract per month, and they could not help me as the store would have to fix their mistake themselves.
I went into the store and spoke to a gentlemen, who agreed that it was a mistake and that he would get the store manager to contact me, 2 days later still nobody had contacted me, so I went in again and spoke to another consultant who assured me that they would get the manager to contact me. A week later STILL no phone call, so I went in again and this time I waited for the manager (Shaun) he was very apologetic and assured me that he would sort out this problem.it has been 2 months and I am still been billed incorrectly, help!!!
