Can't cancel a service!

4 Months after requesting a service to be cancelled for which I have a cancellation order number, I am still being billed. Although the service and cancellation department have records of my numerous calls and emails, nothing has been done and the billing department have no access to the communication! The billing department wants me to pay the "arrears' before they can close the account...
