Cancellation of contract

I have been retrenched. Tried to cut down. Cancelled my cellphone contract November 2012. Paid a penalty of R313. Cancelled via phone, email and fax. Still they continue their monthly billing. Every month I have to phone them, hanging on for hours getting no where. They acknowledged my fax again on 16 Jan 2013, but billed me again. Phoned again today, they simply replied the account is still active and not cancelled. The number for altech autopage is 0861 232424 and cancellation department is 011-650 2343 PLEASE CAN YOU HELP ME.
