Get Speeds f 1mb line or lower on 2mb line

WE recently upgraded our 1mbps to a 2mbps first i got about 116kbps-133kbps which was unusual since it should actually be between 150-200kbps i thought it'll pass like on the 1mbps slow sped. But it didnt it got worse i now have a download speed of 20-30kbps max. And before upload was 50kbps-70kbps now 24-32kbps.
please fix.
