No response for slow speeds on 4mb uncapped line

I upgraded from a 2mb to 4mb Telkom Simple Uncapped package almost 2 weeks ago and have (even BEFORE upgrading) been experiencing absolutely dreadful line speeds. On international connections I'm experiencing between 300 and 600ms latency with a maximum download speed of about 200kbps on average. Locally my latency averages about 50 - 100ms with a download speed of about 1mbps.

On Sunday, the Telkom call center operator informed me it might be because of "noise" on my line, however a Telkom technician came out 2 days ago and found no fault with my line whatsoever. I have tried having my port reset, rebooted my router, restored factory settings, checked my package with Telkom, the works and I'm still experiencing dreadful line speeds. I've logged complaints, phoned and sent mails to no avail. I see on the MyBroadBand forums many other people are also experiencing slow speeds, yet Telkom is nowhere to be found?

I think it is absurd to keep paying for a 4mb uncapped package that crawls along at 200kbps. I should be FLYING at 4mb! Honestly, what is the point if I can literally not even watch a short Youtube clip in SD without it buffering every 5 seconds??
