Paying for 2mbps, only getting 1mbps

I called Mweb on Monday to change my package from a 1mbps premium account to a 2mbps standard account. I was told nothing would change, except for my speed. After confirming the change, they had trouble getting the line to 2mbps and it was still showing 1mbps after a speed test was done. I then phoned back and spoke to Jermaine, after which the line started running at 2mbps. I tested the line speed again yesterday as well as today and it seems to be back at 1mbps. I then phoned customer care and spoke to Nomvula, who tested the line and confirmed it was running at 1mbps yet again. She then reset the line and a speed test was done once more. STILL it was only running at 1mbps. I was told by Nomvula that this is not bad and the line is only guaranteed UP TO 2mbps. If this is so, I think i should just change my ISP as it was working at 2mbps on Monday. What is the point of paying for a service which is never properly provided??
