Telkom ADSL line speed drop after upgrade

Hi, I have recently been upgraded to the 1MB line, where I used to have 364Kb line, and got constant speeds of 0.33Mbps download and 0.12Mbs upload that was stable. After the upgrade my new speeds untill recently where 0.88Mbps download and 0.48Mbps upload, now my speed has dropped to 0.13Mbps download and 0.28Mbps upload, and has been like this for the past week... which is much slower that what I had before, and am paying for now!
