ADSL Line Drops of slow speed

I have reported this problem to Telkom for the past 7 weeks. All they did is that they refreshed the ADSL line. I also logged a fault report with Telkom and the Technician was at my house and he still did nothing to fix the problem. He did a speed test on the internet to check the line speed and he said that my internet is working fine. I also asked him why the line drops when I start to download, the line will drop 10 minutes in a download of a file or when it is almost done. I also asked my aunt to do a speed test and they are on a 1Mbps line speed, when she did the speed test the results where for Download Speed 1.80Mbps & Upload Speed 0.43Mbps. I am in a 2Mbps line and I get the exact same speed test result. To me that tells me that I am not on a 2Mbps line speed and I am paying for something that I am not getting from Telkom. I am losing all my Internet Caps because Telkom is too incompetent to fix my ADSL Line. Who will give me all that lost Internet Caps back for each download that does not successfully downloads. I am very eager to cancel my contract with Telkom and go to someone else. If this problem does not get fixed. My Land line number is 011 864 3592
