Managers that are too busy

I called the customer care line, I have had no joy with this company, now to only be irritaed by a custormer care consultant. I called at the end of April enquiring about the refund of the deposist, i was told i get half and half after ^ weeks after the full inspection has been done. I unfortunetly didnt take the name of the person and becasue of that when i called last Thursday i was told there is nothing like that and i askedto speak to a manger becasue when you call the line it says that the calls are recorded but then the agent said the manger whos name is Patric wouldnt come to the phone. I want that call found cause I do not make up stories because its quick to pay in and yet not to pay out.
