Why am I paying for 2Mbps, yet sync at 1Mbps???

I have a 2Mbps DSL line, however my router says that it is only syncing at 1Mbps.
I have tried restarting, resetting and all things possible on my side to fix the issue, to no avail.
I have tried calling your centre on various occasions, and have not been attended to as "all our consultants are currently busy".

I would like to see it that my line syncs at the prescribed 2Mbps.
