Billing for Data not in Use

For the past 2 years, vodacom has been billing my partner for data services of R220 which have not been used. This equates to about R5500. During August 2011 my partner went to the Greenstone branch to cancel the contract 0794927953, and was told that the cancellation notice had been logged. Not knowing that any documentation was required, it was assumed that this was done.
Now when he went to upgrade his cellphone contract the consultant informed him of this data bundle which had not been used. He was also informed by the customer care line that nothing can be done to reimburse him as no proof can be provided. Is the lack of usage not proof enough? Yes it is acknowledge that this should have been seen on the account, however computer illiterate persons don't always understand the various data bundle option.
Why must my partner pay for a mistake which was made by a vodacom branch?
