Literally Complete lack of Service

I put in for a transfer of my existing ADSL and Landline early December. Got a reference number and was told I would be contacted to arrange a date for the transfer.
Early Jan I called in to find out when I might expect my service to be transfered and was told that they are sorry - there is no capacity in the area and I should maybe try again in March. This is the center of Cape Town - Woodstock. The existing tenants had ADSL which they cancelled when we moved in. How is it possible I have no access to service for 3 months.

I use the internet for work at home and am now told that MAYBE I will be connected in 3 months time - but nobody really knows if and when this will happen. How is this POSSIBLE?? I like in the MIDDLE of one of South Africas BIGGEST cities. I have tried repeatedly through phone, email and twitter to get some kind of clarity on when I can expect to have my service transfered - but not ONE person has any clue.
Am I just supposed to swallow my financial loses during this period with no clear answer as to when I could 'potentially" be reconnected.

Something, anything - just some kind of usable information would be amazing.

So far this is just absolutely crazy
