No ADSL Ports Available - Sonstraal Heights

I think it is ridiculous that I have been waiting three months for ADSL (order date: 8 July 2013). How can no ports have become available in this time?
Furthermore, How in name can Telkom not forsee that an area as heavily populated as Sonstraal Heights would not be able to support all the users that require ADSL? I find it absolutely unacceptable that I had to phone numberous times while waiting for my ADSL line conversion in July, only to EVENTUALLY find out that there are no ports available.
The ONLY reason I have a Telkom Landline number is for ADSL, so is someone going to reimburse me for all the months that I have paid for and not used my landline while waiting for my ADSL line or to be processed?
Telkom was wonderfully quick to install my landline and bill me for it as well, but when it comes to ADSL they are just passing the buck on this one. No one can even tell me how many people are waiting for an ADSL line, or how far in the que I am, so I have NO way of anticipating when my ADSL will be installed. I have had to make alternate internet arrangements in the mean time.
I find EVERYTHING about this absolutely unacceptable.
