Incorrect Billing

Hi
My account was suspeneded last night due to high internet usage. Before i went onto the internet yesterday 19/11/2013 i checked my available megs left and i had 400mbs left. I downloaded something from the internet - 140mb and then my account got suspended. I also got billed for the amount of 140Mb that was downloaded. How is this possible you get billed for the amount and your megs gets deducted. How do i even get billed if i have enough megs left when i checked today i have 285mb left. When i contacted the call centre they told me i have to wait until the 7th of December before i can query this. Ref no: 106296684 I need someone to look at this and supply me with urgent feedback.
