Request to cancel contract gone unheard

I sent an email on the 2nd OCTOBER 2013 to [Email Removed] to cancel contact and didn't get any feedback. On the 1st November 2013 I called into the call centre to find out if my contact was cancelled... again I was told that they didn't receive request but the email address is correct... sent again on the 1st November to same email address... called on the 16th November 2013 and was told contact was still active and that I cannot speak to anybody in the retentions department as they only deal via email and their turnaround time is 20 days... 20 days from the 2nd October? its now the 16th November and another debit has gone off... I want my refund!
