IPhone 5s contracts worthless

I phoned VC this morning (held the line for more than 20min) for an upgrade to the 5s, but was told the 5s is ONLY available on Open Line contracts! VC, please give me a reasonable explanation why I can not have this phone on a Top Up contract?
Your agent's explanation that the phone uses a lot of data, does not hold water, as the contracts offered does not give a lot of data!
