ADSL speed practically nonexistent

Our DSL speed had been bad for a few days now. As it was the end of the month and we were soft capped I didn't complain. When the new month rolled around our speed got worse instead of better. We have trouble getting webpages to open and we can barely download. We are paying for a 1meg line and are getting between 8 and 15 kB/s which is even worse than our speed when it is soft capped. Telkom was supposedly going to increase our speed at the beginning of November instead our speed has gotten even worse. I reported the fault but the technician claimed he couldn't find anything wrong. Either there is something wrong or Telkom is capping us for some reason or the fault is something the technicians don't know how to find or fix. We are paying a lot of money for our internet and we are not getting what we are paying for. Please look into this issue as soon as possible as I am at my wits end. There has got to be something wrong with the exchange why else would our speed be non existent.
