ADSL Speed non-existent 90% of the time

We are paying Telkom for a 2meg line. Since the beginning of the month our download speeds when using peer to peer services have been non-existent 90% of the time. As I write this I am downloading at 0.1kB/s while we are paying for approximately 160kb/s. The discrepancy is ridiculous. Telkom tells us not to expect full speeds all the time but this is ridiculous. And this has been going on all month. I have reported this fault repeatedly and nobody seems to be able to fix it. Even when we are soft capped we get at least between 35 and 40kb/s. As I mentioned early in my complaint I am getting considerably less than this. For a few hours at night our speed must go up because some of my downloads to finish. This means that I have to be downloading all time however instead of only for a few hours if I had the speed I was PAYING FOR. This causes friction in our home as I am not the only person who would like to use the internet. Also I am currently unemployed and I cannot apply for jobs online without a working internet connection. And I can't afford to move to joburg to look for jobs in person with no income. This is affecting my whole life. Please fix this asap as it is unacceptable!!
